ITANAGAR, Sept 23: Hailing East Kameng Deputy Commissioner Sandeep Kumar Singh for his immense contribution and services for bringing overall change in East Kameng district, East Kameng Social Welfare and Cultural Organization (EKSWCO) has sought his services as Deputy Commissioner of the district for few more years.
Singh joined as DC of East Kameng in April 24, 2014 at a crucial time when general assembly election was in full swing and the entire election process was conducted peacefully in the district under his able administration. DC convenes meeting to expedite road maintenance work
AALO, Sept 23: West Siang DC Pige Ligu convened a meeting with the representatives of TK Engineering Coy and AE Highway to discuss issues related to maintenance of Aalo to Bam Tiniali road, in his office chamber here on Tuesday.
During the meeting, representative of TK Engineering assured the members present to start maintenance work within two days. He, however, informed that the continuous downpour is hampering maintenance work.

BCYA appeals for TFC at Hollongi
ITANAGAR, Sept 23: The Balijan Circle Youth Association (BCYA) in a representation to the Chief Secretary of the state appealed for establishment of a Tourist Facilitation Centre (TFC) headed by CO near Hollongi check gate.
In its representation, the BCYA said there is an urgent need for posting of a CO along with creation of Tourist Facilitation Centre for issuing Inner Line Permit (ILPC) at Hollongi to the tourists visiting our state. Inclusion of Chakma & Hajong as APST will dilute the constitutional safeguards of indigenous people: Kiren
ITANAGAR, Sept 23: Union Minister of State for Home Kiren Rijuju has said that while Chakmas and Hajongs faced great sufferings for very long period of time and deserved the citizenship status but their inclusion as Arunachal Pradesh Schedule Tribes will dilute the constitutional safeguards of Arunachal indigenous people.
While Supreme Court order has to be complied but the rights of the indigenous people of Arunachal Pradesh also should not be overlooked, the MoS said.
Rijiju said that the state government must defend and appeal before the Supreme Court effectively to protect the legal and demographic safeguards of the indigenous people of Arunachal Pradesh.
“It was historically wrong to settle them inside the territory of NEFA without the consent of the local people. There are other parts in the country where Chakmas & Hajongs are already citizens and therefore a mechanism must be worked out where Arunachal Pradesh do not take extra burden of the large numbers of Chakmas & Hajongs”, the minister stated.
Rijiju has asked the Home Ministry’s North East Division to seek the reports from Arunachal Pradesh Government to respond to the Supreme Court direction and to obtain the reports of State Level Core Committee headed by Secretary (Political) Government of Arunachal Pradesh in which AAPSU and other representatives are members.
On Sept 17, the Supreme Court had directed the State Government and the Union Government to finalize the conferment of citizenship rights on the eligible Chakmas and Hajongs and also to ensure compliance of the direction within three months.
NEW DELHI, Sept 23: Director General of Software Technology Parks of India (STPI) Omkar Rai has assured Chief Minister Nabam Tuki to set up a centre of the STPI at Itanagar at an early date. Rai called on Tuki at New Delhi today and they finalized the signing of the Memorandum of Understanding (MoU) between the STPI and State Government in the first week of October.
The STPI Centre at Itanagar would pave the way for employment and entrepreneurship avenues in the IT Sector and is likely to considerably enhance the IT– ITES Sector in the State. STPI is an autonomous society under the Department of Electronics and Information Technology, Government of India.
Rai had earlier visited the State to inspect the premises for setting up of the STPI.
Moreover, the Director General informed that STPI is committed to encouraging the Business Process Outsourcing (BPO) Sector in the State through the flagship scheme of North East BPO Promotion Scheme (NEBPS) for which STPI is the Nodal Agency. Under the Digital India Programme, the NEBPS was introduced to incentivise BPO operations in the region by establishing 5,000 seats with capital support in the form of viability gap funding.
The BPO Sector has the potential to generate employment and also render a window to local entrepreneurs to set up BPO centres.
The Chief Minister welcomed the initiative of STPI to introduce the NEBPS scheme in Arunachal Pradesh and pledged full support of the State Government towards its implementation.
Senior Director of STPI Devesh Gupta, who was also present in the meeting, mentioned that the Request for Proposal (RFP) for the NEBPS scheme has already been floated and that interested entrepreneurs and companies can apply for availing the same.
AAPSU to move against SC verdict
ITANAGAR, Sept 23: The All Arunachal Pradesh Students Union (AAPSU) today unanimously decided to fight against the verdict of Supreme Court in favour of citizenship rights to Chakma and Hajong refugees in the state or nation as a whole. AAPSU will file review petition against the verdict and warned that if anybody found extending support to the refugees in the state shall face serious action.
In a meeting chaired by AAPSU vice president (Prot.) Happy Toko, the Apex Student body resolved that it will fight against the SC judgment to grant citizenship to Chakmas and Hajongs.
“Chakma and Hajong don’t deserve Indian citizenship as they committed uncountable crimes against the indigenous people since they settled in the state in 1964,” AAPSU said. The Union further said that cases of murder of innocent people, rape and atrocities against the local women in the state have been recorded and illegal felling of trees in reserved forest area, wildlife poaching and drug trafficking are commonly being practiced by the refugees. The crimes committed by the refugees are unpardonable, the union added.
Infiltration of refugees or abnormal growth of refugee population has become a major challenge for the security of local people, AAPSU said adding that granting citizenship to refugees is a serious concern for the indigenous people of the state. “Formation of underground group (Naxalite) by the Chakmas and Hajongs indicates that they have vindictive motive in their movement particularly against the indigenous people,” claimed AAPSU. Meanwhile, AAPSU appealed all the individuals and organizations to participate in the mega rally against SC verdict to be held on Sept 28 at Itanagar.

TAWANG, Sept 23: Tawang Deputy Commissioner cum District Election Officer Duly Kamduk opined that multiple entries of electors in the Electoral Roll can only be removed with the assistance of the Block Level Agents (BLAs).
Addressing a meeting held in connection with Special Summary Revision of Photo Electoral Roll on Monday, the DC cum District Election Officer stressed on error free electoral roll for all the constituencies in the district. He directed all the EROs and the AEROs to pay proper attention while disposing off the claims and objections.

The buzz word in Ziro besides ”Know plastics for no plastics” is “The Ziro music festival”. The festival site located amidst swaying golden yellow paddy fields almost ready to be harvested, pine trees and kiwi orchards ,autumn scented winds is a perfect weekend gateway. A brain child of Hano Bobby, the Festival Director, it is one of its kind in the world. The festival enters it fourth edition this year.
The music festival has got a very interesting story behind. In early 2012, Menopause, a Delhi based Band was slated to perform in Itanagar under Bobby’s event management team. Unfortunately some student unions called a 48 hrs bandh, and the entire concert team headed for Ziro. The idea of organizing a music concert, away from the maddening crowd, in the laps of the exquisite natural beauty of Ziro was born during this visit. Anup Kutty, lead vocalist of Menopause and Hano Bobby sweated and emptied their pockets on the idea. Five months later Ziro witnessed the first edition of the Music festival, in September.
The Festival Director, Hano has been meticulously working along with his team from AYA, ASU and Ngunu Ziro to promote Ziro as a tourist’s destination on a musical note. Yes, there were a lot of hurdles in convincing the people around for accepting the idea. But Bobby and his team believed that music binds people, it creates a bond unbreakable and when people go back to their states and countries, Ziro and its warm people are remembered with affection.
UK based Rock Street Journal reviewed the last edition of the festival and said “Hipster Cynicism (was) no match for the sheer beauty of the venue and the friendliness of everyone present”. The Tetso sister via Tehelka wrote “you need time on your hands and the heart of an adventure to come and enjoy this little piece of heaven”. Ziro is truly globalised. Bobby visualizes promoting responsible tourism through this music festival. He says that high ranking Govt. officials, politicians from across the country have booked their tents for the entire four days and we as hosts need to be more responsible. People come here to enjoy the music, to learn about our culture and tradition and to spend a quality time. In return our entrepreneurs, hoteliers, villagers, craftsmen, vegetable venders etc are able to do brisk business in these four days. Hano and his team’s effort was recognized when the cabinet recently approved the Ziro music festival as an annual event of the Tourism Department and started funding it. And to mention here, Hano is a college dropout, but it’s his vision and commitment alone that has propelled him all along. He also credits the current MLA Tage Taki and also the former legislator Padi Richo for their unconditional support for his model of tourism for Ziro.
This year 32 bands from across the country will fill the plateau with music unlimited from 24th to 27th September. Michi Yarang, a yoga expert who has travelled across the world would conduct meditation and yoga classes during the festival.
Tent accommodations have been arranged in and around the festival ground. The hoteliers in the town are happy as all their rooms have been booked for the entire four days. It’s a cent percent business days for them. The District administration has directed all the hoteliers to maintain their visitor registers, install CCTV cameras, verify the police records of the staffs before recruiting and put their best foot forward to make the visitor feel secure and at home. To take stock of the security arrangements at the festival ground, Deputy Commissioner Kanki Darang and SP Tumme Amo visited the festival venue yesterday and interacted with the organizing members.

Gadkari assures early completion of TAH
ITANAGAR, Sept 23: Union Minister for Transport, Highways & Shipping Nitin Gadkari has assured All Arunachal Pradesh Students’ Union (AAPSU) that the Trans Arunachal Highway (TAH) will be completed soon.

Oppose citizenship to Chakmas
Dear Editor,
In its goodwill to bring “justice” to about one lakh Chakma refugees settled in Arunachal, the Apex court may be in fact bringing, in the same coin, monumental injustice to her thirteen lakhs indigenous tribal population.
As we all know the Chakma refugees are mostly settled in the Namsai, Lohit and Changlang districts; the land of the compassionate Buddhists and of the harmony seeking Rang Fraists. Therefore, more than elsewhere it is on humanitarian grounds that the Arunachali people and the refugees had been peacefully coexisting for the past four decades; firmly believing in the oneness of mankind and benevolence to all.
However, if on humanitarian pretext if you are upsetting the natural demographic balance of the region who would be held responsible for the chaos that follow, for the social and political disorder that ensues? Even now the population of the refugees (one lakhs) exceed those of the natives, the only exception being that of the Nyishi and the Adi, by a narrow margin. Continuous immigration to the state from Mizoram, Assam and other parts of the country being the prime factor for such phenomenal rise in its population. Granting of citizenship rights in Arunachal would be almost like opening the floodgates and saying, “All the Chakma refugees of the world! Come here, it is your land, Arunachal.”
Wild demographic changes brought in Assam by British administrators is considered by many scholars as one of the leading factors for all the many problems afflicting her today. It would not be an exaggeration to say that such demographic disorder which would inevitably follow the granting of citizenship rights to the refugees in Arunachal, might push the north east’s most peaceful state towards a state of perpetual chaos, ethnic conflicts and armed violence.
The indigenous tribal people of Arunachal are humans too -

The directive of Supreme Court on Chakmas shocked the indigenous people of the state.

the tribals. Do you agree with that? And how awful is that few anti-
I remember in July 2012, how the violence broke out between indigenous Bodo and Bangladeshi
immigrants leading to loss of many lives of immigrants. The Bodo people knew the
vagabonds are threat to them and their land. I fear we might face the same fate as
Tripura. In 2013, I met few friends from Tripura at Dimapur, Nagaland who then told
me how indigenous people are starving for freedom and rights since the socio-
The rise in number of immigrants is not only faced by Arunachal but all other NE states like Assam, Meghalaya etc. The SC’s decision may abruptly increase the demography of immigrants in the state. The supreme dictators of our state are silent over this verdict.
In spite of sorting out the core indigenous subjects such as enhancing rate of unemployment, crimes, pothole roads, corruption in the state, the leaders seem to inexplicably trade our land to immigrants in exchange of vote banks.
I think we are at the verge of losing our Identity. We respect the Supreme Court but we object its verdict on sharing the same privileges with outsiders.
Therefore, I request the indigenous people of Arunachal Pradesh to wake up from sleep and prevent the impending ordeal of deathtrap and support the voice raised by AAPSU for the betterment of our future.
